PERAN LEMBAGA PEMBERDAYAAN MASYARAKAT DESA DALAM PERSPEKTIF AMANAH (STUDI KASUS DI DESA POPALO, KABUPATEN GORONTALO UTARA)

This study raises the issue of what factors affect the non-optimal role and function of village Community Empowerment Institutions (LPM) in Development in Popalo Village, as well as the role and function of LPM Popalo Village when viewed from the perspective of trust. This type of research is qualitative research using an empirical juridical approach. This research took place in Popalo Village, precisely in the village LPM. The data used in this study are sourced from direct observation and interviews with related parties and several data sources from relevant laws and regulations and relevant scientific papers.
The results obtained from this study show that there are seven factors that cause the non-optimal role and fusion of LPM in Popalo Village, namely: 1) the chairman who overlaps the positions; 2) lack of communication among fellow members of the Community Empowerment Institution; 3) members of the Community Empowerment Institution work elsewhere and cannot divide their time; 4) non-implementation of administrative functions; 5) there is no coordination between the Community Empowerment Institution and the village government; 6) low critical attitude of the community and conveying directly related to the functions of the Community Empowerment Institution that is not running; 7) low trustworthiness. From the perspective of trust, the Chairman of LPM Popalo has also betrayed the mandate given by the community by accepting another mandate, namely becoming the Head of BPD at the same time, making him leave the mandate as Chairman of LPM unilaterally without being known by the LPM management and the people of Popalo Village. For this reason, it is better that a person who has been given the mandate to be a leader is able to carry out his duties well and does not receive other mandates at the same time that the mandate carried out cannot be carried out properly.
