EFEKTIVITAS PELAKSANAAN PROGRAM PEMBINAAN KESADARAN BERBANGSA DAN BERNEGARA PADA NARAPIDANA TERORISME DI LEMBAGA PEMASYARAKATAN KELAS IIA GORONTALO

Abstract

This study aims to analyze the effectiveness of the national and state awareness development program for terrorism inmates at Class IIA Correctional Institution Gorontalo. The program aims to mitigate radical ideologies through religious, social, and Pancasila ideological approaches. This research employs a qualitative approach, utilizing in-depth interviews with inmates, correctional officers, and religious figures, as well as direct observation of rehabilitation activities. Whichs are diverse are, (1) Positive Changes, One inmate exhibited significant behavioral and attitudinal improvements, engaging with peers, participating in religious activities, and adopting national values. (2) Internal Challenges, Another inmate remained resistant to rehabilitation, maintaining a closed attitude and rejecting Pancasila as the state ideology. (3) External Challenges, Limited personnel, inadequate facilities, and less systematic rehabilitation strategies hindered the program's overall effectiveness.

Using the Maqashid Syariah perspective, the program was partially successful in preserving life (hifdz al-nafs) by reducing tendencies toward radicalism, but it requires enhancement in preserving lineage (hifdz al-nasl) and wealth (hifdz al-mal) through more inclusive socio-economic approaches. It is concluded that fostering patriotism and Pancasila ideology must be adaptively and integratively designed to reach resistant inmates, ensuring optimal deradicalization outcomes.
