Abstract

Community participation is the participation or involvement of the community in an activity or in a program taking a role in the activities of an activity. Community participation is important in achieving the success and sustainability of development programs. Participation means the participation of a person or community group in an activity consciously to achieve a better goal. This study aims to determine the participation of the coastal community of Lake Limboto in Hutadaa Village in the management of Lake Limboto in accordance with Regional Regulation Number 9 of 2017 concerning the Spatial Plan of the Strategic Area of Lake Limboto Province and Factors that affect the lack of participation of the coastal community of Lake Limboto in Hutadaa Village to the management of Lake Limboto. The type of research used in this study is field research. By using data collection techniques carried out by interviews, observations, and documentation. The data analysis technique used is a qualitative data analysis technique, which is then collected and worked on systematically or sequentially using an inductive thinking framework. The results of the study show that; First, the participation of the coastal community of Lake Limboto in Hutadaa Village can be said to be not optimal because it is not in accordance with the content of Regional Regulation Number 9 of 2017 concerning the Spatial Plan of the Strategic Area of Lake Limboto Province. This can be seen from the lack of community involvement in the spatial planning stage, there are still violations in the use of space that are not in accordance with the spatial plan such as fisheries practices that are not environmentally friendly, pollution of the core lake area, the erection of buildings in the border area of Lake Limboto and the community that allows violations of space use to continue to occur. Second, factors that hinder community participation in the management of Lake Limboto are the lack of public knowledge about environmental sustainability and the efforts that should be made to manage Lake Limboto, the lack of sanctions and weak legal supervision, high economic needs, and the lack of cooperation between the Government and the community in every stage of spatial planning of the Lake Limboto area.
