Abstract

School-Based Management (SBM) is a form of educational decentralization that grants greater autonomy to schools in managing resources and learning processes to improve the quality of education. This article examines the philosophical, legal, social, and psychological foundations underlying the implementation of SBM in elementary schools. In the context of regional autonomy, SBM emerges as a response to decentralization in Indonesia's education system, allowing for policies that better align with local needs. This study employs a descriptive qualitative approach using observation, interviews, and documentation to understand SBM implementation at the elementary level. The findings highlight the importance of stakeholder participation, visionary school leadership, as well as supportive regulations and school culture. SBM plays a role in enhancing the efficiency, effectiveness, transparency, and accountability of educational management. However, challenges such as limited budgets, low human resource capacity, and insufficient community participation remain obstacles. The synergy between regional autonomy policies and SBM implementation, supported by training, institutional strengthening, and effective supervision, can strengthen schools as independent, transparent, and accountable centers for improving educational quality.
